It's show shinigami are really lazy and just lie around not doing much most of the time so it makes sense. I imagine it was similar to the feeling one gets when it's a day before their homework is due.
It was interesting to watch Light not be in control for once. I think the only other time he got that desperate was when he had to thwart Naomi Misora from contacting L.

After L was gone....there was nobody left to challenge or compete with light so maybe with passage of time his skills began diminishing.....maybe.
P.S: how did mello obtain names of SPK members? Should have been explained as it was done with how light obtained FBI members names from raye.

According to manga, mello put a spy in SPK to obtain all members' name except Near and other three people whose names are unpublished.
His skills hardly were diminished, in fact there were moments where it can be seen an improvement in Light. What happens is, just as you said, Light actually thought that there was nobody left to challenge him, but it became a self-imposed belief rather than a unconscious effect in his way of doing things. He did exactly the same in EP 1 and EP 2, which those mistakes allow L to determine in a few days that the supernatural eldritch terror or the collective delusion that Kira was theorized to be at that moment in a world scale, become beyond any doubt to be a physical person, that lives in Tokio city in Japan, that it was a student, that cannot murder someone without the name and the face of a person, etc; same happens here, the first time that Light make a mistake was to kill the director which allowed Mello to known that Kira was aware of the kidnapping and hostage exchange, and it was a member of the police investigating Kira since none else could know also since Kira knew all along the police had the death note without being bothered until the exchange. Here, he is still not know at all how much of a threat Mello is until later where he made his primal mission to kill him.
