The reference is to the "nuts" that hold the wires to the starter. The 8mm is for the small wire ("S" terminal) and the 13mm is for the big red wire ("B" terminal). When the vehicle is new the nut that is on the big wire will be 12mm so if you're removing an originally installed starter then you need a 12mm socket. If you're replacing an aftermarket starter then the nut will be 13mm. I don't know why they do this but even the replacement starters from the dealership will use a 13mm nut on the rebuilt units. It is very important that you ALWAYS remove the negative battery terminal before working on the starter or the alternator.

Both of my bolts are stuck in place. I literally have tried everything and they will not loosen up
I always try and tight bolts a little than break them free when they won't budge but you can run into the at your own risk of breaking the bolt
