Meaning God (Jhana in this case or maybe WoH) had weighed Belshazzar (maybe humanity) and his kingdom (planet earth), had found them wanting, and would destroy them. But later in the lyric, says "you shall not be afraid of God, who's great and old to keep you from sin." maybe because humanity had commit too much sin on Earth, WoH wanted to destroy them just to recreate it? Like Kalpa cycle from Elder Scrolls. Not quite destroy then getting reset, but utterly destroy it then recreate a whole new world/universe...hmm?

Although, the personification of writer HG2 aka GGZ, namely Ling Yiniang, has said that the end of the reborn arc is a happy ending, I honestly don't really believe it, considering that sometimes she likes to surprise players. Well just hope that what Ling Yiniang said is true. Regarding otto, as far as I can remember it was never said in detail the amount. But what is clear is that he only made clones of Kallen and Theresa. Unlike HI3, which said the number of Kiana and Theresa clone experiments carried out by Otto could be seen from their codenames. As a side note, most likely, the experiments carried out by Otto in making Kallen clones, especially Theresa, are the same as those in HI3, considering that the two of them often share knowledge of Lore.
