Sigils Biffle was using a choice scarf, band, or specs, which depending on which on it was it boost speed, special attack, and attack, but makes you use the same move until you switch out but also the topu lele is a ferry psychic type so I'd recommend getting a Altaria which is a dragon and ferry type
You should also give black glasses to one of your dark types a dragon fang a Focus sash Heavy duty boots or assault vest Life orb and If one or pokemon has guts a flame orb Then some kind of choice item or an item that you would choose

Could use Charizard as a little twist. Fire resist Fairy moves like that pesky Moonblast, and as it's not actual Dragon-type, once you get rid of it you could Mega-Evolve into Dragon&Fire Mega Charizard X.

Soul Dew boosts Psychic and Dragon type attacks by 20% when held by Latias or Latios.
Adamant Orb, Lustrous Orb and Griseous Orb boost Dragon type attacks by 20% when held by Dialga, Palkia or Giratina respectively.
