First of all, Nani o なにを is not the answer choice here. なにを こたえが わかりません doesn't make sense neither.

In question 14 26:00 why the answer is なにに and not なにが ?

なに に しますか。When asking question what to choose/decide. 〜に します。When make a decision. "I decide to choose ~"
We don't say 〜がします。it doesn't make sense. Just remember 〜に します。
When we use が？→ わたしは〜がいいです。e.g. Q: なにが いいですか？　→ Ans: 私はコーヒーがいいです。I want a coffee.
