My theory: All citizens in that city got thanos snapped and disintegrates into ashes while the nearby Soviet troops on the vicinity of the city got hypnotized and transforms into an expresionless beings and began to turn onto one another with their vehicles as army vehicles from the future/past start spawning out of nowhere and starts fighting

there's also one particular decal, in the special tab you can find a decal saying serega lives or something similar i don't remember
Its also reference to Viktor Tsoi and Kino, sometimes in eastern europe u can find "Цой жив" (Tsoi is alive) graffiti
