Use the sizing chart on the website. It's very accurate. I have a a 62cm head and the XL fits perfect.

It's the same helmet, not a different version. Unless you're going to the track the only one you need on yours specifically is DOT FMVSS, and if you want the ece for peace of mind then it doesn't matter because you know the same helmet sold in the EU has that rating so it's safe
