Energy output will just manage the other side of the equation so caloric surplus is not to high. But I would say no magic in partitioning more to muscle and not fat. Too much cardio will limit gains by being close to maintenance kcal. But I do like a baseline of 8-10k steps per day. I think this is more important for overall health and in turn staying healthy will limit fat accrual. I do think you need to get heart rate up 2-3x per week in moderate to higher intensity cardio outside of just step counts.
