I think he is a HOMELESS guy in the area. He cases out the bank while standing right in front if it as a homeless guy. Then when he leaves the bank, after the robbery, he rips off his clothes and puts on raggedy clothes and cowers on a nearby street and continues his portrayal of a local homeless guy.

Not a homeless guy he used to do robberies in the 90s as well. He said one time he drove off right as the police was pulling into the bank and he just rolled his windows down and started blasting music and singing. He has also committed robberies unarmed by telling the people at the bank that he has a outside shooter when in reality he doesn’t have any outside shooters or even a gun.
