Infinity Stones are like event level artifacts These rings of power are meant to be consistent story rings that Mandarin consistently uses The difference between the two is that you can't have Infinity Stones in every story it will make the story boring and the character using the stones pretty much invincible While these rings make a character powerful they don't make them invincible so you can use them more and consistently as standard gear

Mandarin being Iron man's archvillain instantly puts into perspective how powerful, smart and resourceful he must be to even win ONCE. Mandarin needs to be the final boss of the upcoming Iron man game.

He's Tony's archenemy because it's a cultural clash, West Vs East, Technology Vs Spirituality, Science Vs Magic and their rivalry is supposed to show that neither one is better than the other.

Doom was designed more as a caricature of the Fantastic Four's worst traits. But I can see how he works as a POST-redemption-arc Stark gone wrong. A Stark who still becomes ashamed of his body's frailty, and who is inspired by his awareness of mortality to make the world a better place, but who goes about this in a manner devoid of empathy. That makes him very different from the Mandarin, who is a PRE-redemption Stark who just kept on being that boy raised to be obsessed with masculinity, wealth, and military dominance/empire building.
Mandarin needs his breakout moment. An auteur film, rated R. Serious actor. A transcendental film with no genre. Pure unrestrained art. Iron Man need not even be in it. I know its a stretch, but its better than Jonah Hex/Madame Web/Thor 2/Ant 3 corporate claptrap
