If anything we could get Base Goku with ssj4 Vegeta assist like in dokkan , assist characters tend to be stronger ones rather than equals and we have the tag already so i don't think that's gonna happen .

When we talk about ssj4 goku (for me is very close to fusion in terms of hype) im 1994 and when i saw for the first time ssj 4 aganist baby was amazing.
Yeah for a lot of us Ssj4 Goku is easily fusion level peak but overall it's held back by the old animation and negative stigma around GT , many people haven't even watched it and a lot of the ones that did aren't as hype about it compared to the new stuff with better animation .

I'm with the majority of people that believe part 3 is going to be a GT Ultra. SSJ4 Gogeta is probably the most likely pick in my opinion since he's just a really hype way to cap off the anniversary. Although I would rather want SSJ4 Goku over Gogeta because of like you said. The lead up to Gogeta instead of straight away to Gogeta. Something interesting I've noticed is that the amount of Ultras compared to last year is actually less than the year before. This year we have only gotten Ultra SSJ2 Gohan and Ultra Golden Frieza. If Legends has to reach a specifc amount of Ultras per year then it's not impossible that they release two ultras for this anniversary. Which no doubt would insanely break the meta. If they're trying to buff GT in a huge way I could imagine Ultra SSj4 Goku and Vegeta if they want to drop 2 at the same time. Another possiblity is the fact that there has been no future buffs besides LF Zamasu, which also does not have enough version of his corrupted for released yet. The legends anniverary units seem to come back every few years in some way. Super Vegito came back as the ultra 3 years later, Vegito Blue also 3 years later, now it would technically be Gogeta and Zamasu's turn. Which would not only buff GT but, bring Future into the anniversary again in a major way. In my opinion I don't want this option, I would rather have a single SSJ4 Goku or the double Ultras SSJ4 Goku and Vegeta. Either way the games meta is going to be broken by whatever ultra comes out.
imo if toshi wants to finish buffing “Buu saga” then the Ultra unit could be a Ssj3 goku, or if Omega’s plat equip could be hinting at a Ultra ssj4 goku.
UL ssj4 gogeta i strongly believe he will be a PT.3 legends fest unit (like most of the gogetas we have had in the past).

People will have to accept that Goku is the face of Dragon Ball, which means that the Legends team cannot just stop releasing Son Family characters. Otherwise the game will lose money and players because nothing is as hype as Goku or a character that is part Goku. Fusing characters included. Son Family is always gonna get buffed and it's out of the devs's hands at this point. If y'all cannot accept, you'll have to find a different franchise.

Honestly, if we’re talking about money wise, he wouldn’t sell more than gogeta 4 honestly and if we think of it objectively, gogeta 4 and gt has been waiting for awhile to have their “grand tour” so really gogeta 4 can be up there. Especially with the bs they made with ultimate Gohan and godku especially with bringing both super vegito and gogeta blue. Anything is possible and I believe they will save ssj4 Goku for legends fest 100%
Now that I think about it, it would make thematic sense. UUI Goku last fest, and this fest, we get Ssj4 Goku.
