Suwako still cares about the shrine, yes, but Kanako owns it now so she would be the first one who would likely send thousand of pillars to Cirno's face until Cirno respawns and start freezing frogs in the nearby swamp (and likely get eaten again by the giant frog in the said swamp or Suwako hurls thousand of Iron rings to her face also)
