I think they should complete everything before they put on rent I don’t know about housing law there but here in USA ready to move and everything the management provide and also rent include all utilities that’s all by law here.
I hope so they’ll do there too

No, they don’t do it here , not all of them. Only some buildings do according to international standard but their rent is also extremely high like 100,000/- SAR a year starting price. They are ready to move in. These raw houses are cheap but you end up paying thousands in making them livable . In this video, the saddest part was not having a lift in buildings.
