Usopp being representative of a false Messiah is a little more complicated. Firstly he is known for lying therefore "false", but also his "lies" predict the future so in a way he is a prophet which connects him to a messiah. He is also connected to David from whom the messiah is supposed to come from, through his use of a slingshot and his connection to giants. He is also the first one to be called a g-d. Now buggy is connected to Luffy in that his group grows at a similar rate to luffy/he became an emperor at the same time as Luffy, he has the ability to make people want to follow him like Luffy which is what Mihawk at Marineford point out was his greatest strength, and while Luffy is immune to punches but seriously weak to slashes, buggy is the opposite.
