Not quite sure what you're referring to, but two downstrokes in a row on the same string can be appropriate sometimes and I guess there'd be a kind of bounce there. Django's playing looks bouncy on the few videos there are of his playing.
Rest stroke is applicable to DADGAD Tuning to play Oud music and other mariachi bouzouki balalaika music and bouzouki music and mandolin. Also in DADGAD Tuning I Think Those Are Possible

Yes! I also play Oud and have mentioned the similarity in picking style in some of my lessons.

But I don't use a pick (finger style) ?
This is a picking technique. But I have seen guitarists who tried to influenced from that with their fingerpicking
My problem with rest stroke is pick noise
