Guessing the reason why user related stuff disappeared is because when a program is installed only for you (ever had one ask you that?) It installs to AppData (Likely roaming but sometimes local). UWP apps also are closely related to AppData.
The Taskbar wasn't empty for some reason after switching the AppData Folder. The Taskbar Shortcuts are stored in AppData\Roaming\Microsoft\Internet Explorer\QuickLaunch\UserPinned\TaskBand.

Yeah, i noticed that when i take a vm snapshot, the takbar is not empty. But when i don't take one, it is. That's weird indeed
