You can actually get mass migrations in Laos, but only if you own the whole state. It is also not necessary to enact multiculturism or separation of state and church, because the mass migration mechanic doesn't look at that.
Mass migrations do care about ethnic discrimination, they don't care about religious discrimination.

I play on the normal AI aggressiveness, if you want to decrease the chances of the ai joining against you make sure to always improve relations with them
