What of a Borehole that when it is during dry season it dries up

Seems your ground water level is doing down in dry season. Check if other wells or boreholes suffer from the same problem. You can measure water level simply with a rope and a small half full plastic bottle. If the water level in the other wells is less deep then the depth of your borehole, then there is most likely something wrong with the casing of your borehole. It might be clocked (in that case flashing could work) or the filter screen or gravel pack might not be at the right position or size.
In most cases you would need to drill a new better designed or deeper borehole. But before that make sure you have a professional borehole siter help you determine the best place and an independent drilling supervisor to supervise the drilling and casing design.

My question is, how does this work I. Solid rock formations? Limestone, sandstone, and shales? I've tried seismic before with no avail. I see how this works with sand and gravel aquifers, but Im pessimistic as to its success in hard ro know formations

All techniques have their limits. Although VES is the most used siting technique. VES can tell you if there is a massive hard layer, not where a crack is. That is why the tutorial starts with "we don't exactly know what is down there until we have been there. But there are some techniques, like VES that can help us make a calculated assumption.
