I was so sure the X series would keep moving in this awesome direction. Alas, many a bump in the road for my boy X this last decade+. Because there you at least get a callback to an earlier game (though the localization team buggered it up by not fully translating "Launch Octopus") and actually get to see the Maverick virus turn a bot from rational to murderous lunatic. But other than that, yeah, pretty much boils down to X saying "stop it!" and the boss saying "never!" and then they fight.
Like other X games with dialogues, you kinda need to play the game a couple of times(ie. enter all the bosses with all 3 characters) to get the whole story. The ending for example slightly changes depending on who dealt the final blow against Lumine. Both X and Zero ponder about what Lumine says while Axl's gem is eerily focused on, implying Lumine's tentacles did *something* to him.

What was wrong with the ENG VAs? Maybe it's just me, because I felt the ENG Voices (such as the Dark Mantis and Avalanche Yeti) were more menacing. Edit: Also, I heard the early PC version is the one that lets you switch between languages. With that in mind, I honestly wonder if the title should say PC instead of PS2.
Pretty easy. The game operates on a flat 2D plane already, so they just made an object with zero depth as Cutman. That's why he flips over like a piece of paper when he turns around, he's not a sprite but a 3d character who's completely flat.
