You're wrong about that. A water spout is just a tornado over water. Here's a recent video of a one in Daytona Beach that appears to be about the same size as the one on Lake Weir. Towards the end of the video you can see beach-goers who probably thought like you and were almost hit by flying lounge chairs. Not wise to underestimate mother nature.
