Yes, Neil is getting a really nice tone! It's in standard tuning but the fullness of that guitar does make it sound as if he's down a half step. I believe he's playing a Maton, most likely a 00 or 000 type

I saw Neil Finn's version, sounded great, he played it with all down strokes!

It's strange how people are just skipping the acutal guitar solo intro and going straight to the body of the song. But good cover aside from that.
