Put the strut under the workmate, poking through the jaws with the ratchet strap going up to the ceiling as before. Sit on the workmate and tighten the ratchet strap to pull the strut up so you can insert the plate.
Not sure if it would work. But 2 x ratchet straps. One on each side of the handles attached other end to vice. 2 x hose clamps. One on each end of handle to stop straps slipping off. George. Also not sure if those scratches could have been polished out. Depends on quality and thickness of chrome plating.

Well of course that may have been simpler but then we wouldn't be learning anything and would almost certainly have cost more. I have now bought a proper fork spring compressor.

Just what i would have done or made a loop so you could stand on it to pull the fork leg down ,,,,we all learn
Great suggestions, I did invest in a more substantial fork spring compressor which seems to he working.

It looks like the wear is right through the chrome. Apparently possible to have them re-chromed but of course still have to come apart for that.

Why not send the forks to k tech? Leave it to the professionals?? Or buy a proper spring compresser?
