You are right. Anything Goes, by Cole Porter, is played in the background on Galaxy News Radio in Fallout 3. The video of the flash mob here was to promote the musical Anything Goes.
The soundtrack to which they are miming is the wonderful 1989 London West End production of Anything Goes produced by and starring Elaine Paige - whose voice this is. I saw it then, it had a long run, and as well as starring Paige it introduced for the first time John Barrowman in a leading role in the West End. Paige's performance of Blow Gabriel Blow stopped the show too!
Scant applause for a tremendous effort, maybe it took them by surprise; I wish I had been there. Well done to everyone concerned, please come and do it outside where I live !
