I think the German floor should be generally casted directly on top of the block-work after the sub-structure,(and not after super-structure),. whether it is a Bungalow or not. The simple reason is that'; The oversite concrete serves as a perfect base for dead loads from superstructure. It takes all dead loads and then. evenly distribute them into the foundation during the settling down of the Building. My idea as a Quantity surveyor
In simple term, hardcore is made up of hard materials like stones or broken blocks spread on the foundation before the pouring of german floor or oversite concrete.

I saw a bungalow without a german floor but was tiled ans for 5 years the house has no problem
It is not advisable, there should be a concrete floor before the tiling.
