We inform our guests when they can retrieve belongings from the safe but some overlook the information.

And what you make your guests sign is also completely different: photos.app.goo.gl/E149znobHZqxUfD76. I have stayed in hotels that have safe only at the reception. They were very cheap hotels; $30/night, not $150/night, but whatever. But none of those hotels would have a rule that I cannot get my stuff 24 hours a day. So, sorry that I overlooked this rule of yours.
