Alberta has a law that tells people to move over if a vehicle is stopped on the shoulder or with hazards, but there are so many who never plan ahead and squeeze you out, so you can't move over. See this many times with merge lanes, which notify you several kilometers ahead of what is coming up. But people drive until they run out of the lane before assuming the car beside them will magically let them in. People are driving as an extension of sleeping; they never remember the drive and could drive over someone without knowing. This happened to a cyclist who stopped partially in the ditch when a car struck him. The woman driving never remembered driving over the cyclist, and she literally, at 100 km/hour, drove over the cyclist. She was not texting but just listening to tones and was not present in the drive. I used to work for a lumber company that had us evaluate our fitness to drive each morning; if we were not fit to make the hour-and-a-half drive, it was recommended to not drive. This company had various lawsuits pending on unsafe practices, and it was cheaper to have employees evaluate fitness when doing tasks.
