At a major, a birdie should be a big deal. I don't want to see everybody making birdie the way the PGA was last month. If a birdie is difficult to make, it's more impressive... and has more value. And if the rough is penalizing, it rewards the players that hit it straight, instead letting players get away with sloppy driving.
Greg makes a good point about the difficulty of the course. You want these guys to have a challenge, but not make it so difficult that it's unplayable. I remember when I watched the Memorial tournament for the first time in 2020. Until Sunday, that course was so difficult that everyone was +5 or +8 for most of it, and it just became a chore and slog to watch. I remember thinking, "This is awful. This is making these guys look like clowns." It was miserable, and it really soured me on the Memorial and Jack's Place. I haven't looked at it favorably since. If both good and bad shots are rewarded equally, then it's literally random. You could have Adam Schenk winning the U.S. Open, because you're solely relying on luck at that point. Guys who are hardcore golf fanatics, like the Tap It In guys, say they want a hard course that's ruthless, but then they'll be the only ones watching it, and the ratings will stink. Casual fans are not going to tune in to see guys make triple and quintuple bogeys. That just ain't happening. The cream doesn't "rise to the top", it's mainly the guy who makes the least mistakes, because he got lucky. A long shot winning the U.S. Open would be an awesome story, but I don't think that's what people want to see, and you know they would whine incessantly if anyone outside the top 5 won this thing.
