I believe the game ended when you reached Finis town right after the train sequence in 0.9, yes.
Not sure why Eeveeon wouldn't at least have Swift at that point.

That sounds about right, yeah! I forget if Oak's whole speech was included or not, but from here on out...brand new content for me woohoo!
You'd think he would have Swift, but nope :( It might've been a TM though, hmm...
