Cement and then you ashalt is best it last longer roads can be done by cement its stronger than you just asphalt the best thing is to wait till is done I guess the governor wants to see how good the ministry of works are they have done some works in some streets so doing this federal road and remember this is federal road so the govt will get there money and maybe government said hoe much they can pay so the governor used this to get the desired result they will deliver ok.
