The CENSUS had the question about citizenship until 3 times ago. House seats are to be based on the population of CITIZENS not on the entire population!!!!

No they are asylum seekers and are going through the process to become citizens. The census is about population not citizenship.
The constitutionally required census is entirely and only required for proportional representation in the house.

Everyone in the United States should be counted and state whether you are a Citizen or not. That is just common sense. No one should vote in any election unless you are a Citizen and show a State or Federal photo ID. No other country in the world allows noncitizens to vote in their elections.

What about proportion of population for representatives in the House of Representatives. Shouldn't that be based on number of citizens? That is the only constitutional reason for the census.
