I haven’t worked on AMs in about a decade, but if I remember correctly; you’re essentially causing the tuned circuit to ring out of phase with the tower structure. Sorry for the slow reply, guys ;)
It’s purpose is to stop the tower from interfering with the signal propagation as the tower is grounded cell tower, the AM antenna is the wire going up the tower a couple feet off the side. AM antennas have to be isolated, most use the tower itself as the antenna.

The skirt you see on the monopole is attached to a tuned circuit in the box and is resonating out of phase with the monopole structure - effectively canceling any EM re-radiation.

Not sure how much energy is here. This is just the de-tuning, so this is energy that would be otherwise re-radiated by the steel structure. The transmitting AM array was to the south of this structure by a half mile or so.
