Momiji just doesn't have the confidence of Kujaku. The Peacock Queen is the most aggressive out of all of Seimei's female harem. In this cinematic alone, she just held a lustful gaze towards him without any second thoughts while moving away, obviously trying to tease him. Meanwhile, Seimei still remains oblivious and takes things at face value. I definitely see Kujaku as the confident boss girl type who just takes what she wants. :3
