Question, Why couldn't you do it the other way around? Black coat 1st then use the outter part of the decal then spray with yellow??

I used the same stencil material over sanded clear and it left some sticky residue from the adhesive from stencil. Any ideas to combat that? will they work over straight base without pulling it up? Ive found that using a clear base/intercoat clear over the base first, helps a lot to seal the color down. instead of clearing and sanding again.

If you wait until it dry's you'll end up ripping off the paint.

I have the same question how long do you wait before removing vinyl, how do you keep it from drying and peeling top layer of paint?

You can also just wait until the base coat fully cures/dries. Try it out first on a piece of scrape. You may not need the intercoat clear.
