It sure is, but not as much as PK Fire. That move is really annoying lol! Word of advice: never jump or move towards Explosive Flame, especially if you're offstage. I've made that mistake a couple of times in this match, such as here (0:07), here (0:55), and here (1:51). Best thing to do in that situation is to save your double jump until you absolutely need it and use your up special move first to get back to the stage. If you anticipate or think an Explosive Flame is coming, either drift away from it or don't move at all until it disappears. I've done just that here (1:23) and here (1:42). Hope this helps!
