I think this Devil Wally is a shapeshifter, something taking on the form of our beloved mascot so we the buyers don't suspect a thing while all the other neighbors know this Devil Wally is not to be trusted. The only one visibly not afraid is Wally because to him its like "Hey other me!" Personally too, I think Devil Wally is yet another reference to another Edgar Allan Poe story......that being the Masque of the Red Death! The proof? Howdy upon seeing Devil Wally spots him and calls him a "bad apple", similarly to Prince Prospero calling the figure dressed as the Red Death in his castle "blasphemy"!
