Sorry Marwa but if this is your 'Expert', then I don't think much of his advise, to pay for property, he says you can
1) wire the money direct to the Vendor, or
2) wire it to a Bank in Colombia and then pay the Vendor.
Unless you have Mafia connections to back you up if it all goes wrong, forget number 1. if you wire the money direct to the Vendor they can pocket it and disappear or double sell the house, leaving you with nothing, unless you have someone who can find them and break their legs for you.
Open a bank account with the likes of Bancolombia, if you don't like their service you can always move later, transfer the money to them, and if you are using this purchase as an investment, ensure you use the correct form (as he says Form 4) which will declare the purchase to the Bank of Colombia, and enable you to depending on the value of the investment a) obtain an investment Visa, and b) sell and take the money out of the country, the downside of this is that you can only transfer the cost of the property.
The second option, is just to transfer your funds under a general transfer (Form 5), then you declare you are using it to buy property, a car, pay bills etc, and you are subject to taxes, also you would struggle to sell and take the money out of the country using this method.
My advise would be if you are looking for property in the high value range, use a Realtor such as this man, but do your own research, and more research, don't just accept their word. If you are coming here to buy on a budget, buy out of the City, forget these Companies, go to the towns and villages and ask in Bars for the 'Man who knows' most don't have offices, but they will take you out for the day, or more if needed, and show you any number of properties in your price range, ask them what their commission is, and the terms of service, some are paid in full by the vendor, others it is split between the vendor and buyer, and if you are really unlucky and the Vendor is sneaky, fully paid by the Buyer, so ensure you find this out first. They will then help you with the Notary, Banks, etc. and if you find nothing, it costs you nothing, so it is in their interest to find the right property for you. I spent a total of two days looking and he only got paid on completion of the sale, the cost of which was a split.

Hi, I have worked with Jose and Urban Realtor for years with excellent results. By law, as of 2019, you only have 2 options for wiring funds to purchase a property in Colombia. You can wire the funds directly to the seller and fill out form 4 with the respective paperwork or you can open a Fiduciary account in Allianza Valores and they will legalize the funds under your name and pay the seller with a cashiers check or bank transfer at closing. In either option, the payment method will be in your purchase contract agreement. No need for leg breaking... Form 5 is for expenses, and you can not benefit from any government incentives for foreign investors. I highly recommend Jose and Urban Realtor, they specialize in expat relocation services, real estate, tourism, management, visas and legal services. They will guide you throughout the entire process.
