The safety pin? is that what you mean? Not Sure When we began using that in Canada, didn't when I was in.. but U.S did.. just an extra safety to keep the snap fastener from accidentally opening after being attached to the anchorline D rings. A very rare occurrence, but I guess often enough to introduce safety pins. !?!?
Personally I think they should go back to Jump Battalions... A single light infantry Company per Brigade group is pretty damn light.. Not really going to be doing any independent Airborne assaults as Company in a mostly mechanized infantry brigade... maybe if everyone was Recce or Patrol Pathfinder Qualified.. there would be an opportunity for Operational roles..
