The fence-rail drawers under the sink are your pantry. (The fence-rails are to prevent your groceries from tipping over.) Also, the phone in the water closet is for medical emergencies, such as falling.
As far as I know, the reason they still have phones in the restroom is because it is one of the requirements for a hotel to achieve the highest ratings in the star rating system. I believe this is because the phone is used for business purposes, i.e. an executive who can't afford to miss an important business call.
Even though people can just simply bring cell phones into the bathroom? (Yes you likely still do that - I do that myself) Of course calls on phones in these types of hotel rooms are somewhat expensive...
you are right, the closest tower to las vegas strips is tower 1 and we would need to walk couple minutes (it depends on how fast you walk) through mgm grand
You have to walk through MGM grand pretty much anyway unless you valet park at the Signature. It is just if you are in Tower 3, it is quite a long walk from MGM's District.

When I stayed there, I drank both of the waters and then I filled them up with water from the sink. I saved 18 bucks total!!!

@@vlrchris25 Perhaps it is outdated, but having phones in the guest bathrooms is indeed a requirement for the Forbes Travel Guide 5-Star rating.
