That helmet thingy is not a Scold's Bridle. Those screws are there to be shoved into people's eyes until they burst. It's just badly made so the screws are out of position.

I saw a replica of one of those in a castle in Austria. It's not for the eyes. It's a skull press. Not the same as the skull crusher. But it's basically a helmet with screws and those round things at the end. It basically give very painful pressure points to your skull.
