Jack is really intelligent. He says Uh a lot because his brain is moving faster than his mouth can keep up with. That pause give his brain time to synchronize. If you watch more of his interviews he starts two sentences at the same time because he's got multiple thoughts going at once. Saying uh isn't a fault it's how his brain works. He's not a public speaker or a politician he doesn't need to be perfect.
