I believe this is due to the utilization of data. For example, an abacus and a smartphone are the same physical size, but the smartphone is a lot more powerful than an abacus. I think Digimon Evolution stages are really interesting and seeing how strong each other the stages are seeing how the stages from Champion onwards are hard for a digimon to achieve that why Digimon mostly need a human partner to help them to digivolve into in many of the different Media.
So weregarurumon is bipedal and metalgarurumon in quadrupedal Maybe when gabumon warp digivolves to metalgarurumon it skips traits from weregarurumon who is bipedal. Making cresgarurumon the more natural evolution of weregarurumon

The stages more refer to a Digimon’s age rather than an objective power level.
You can just consider Lucemon to be a child prodigy
Basically;
Baby 1 = Infant
Baby 2 = Toddler
Rookie = Child
Champion = Adult
Ultimate = Veteran
Mega = Demigod
Ultra = Deity

Exactly why I’ve always loved Digimon more than Pokemon, feels more special when you know they evolve based on the experience and how you raise them.

You need to digivolve agumon into geogreymon first.
The one with gloves on usually digivolves into one
