In that sense, one could argue that he didn't miss, as the bullet did hit Reagan, but the aim was off, and this could very well have been the difference between the bullet killing Reagan vs Reagan living despite the shot.

He did shoot white house press secretery James Brady, who was disabled as a result for the rest of his life. Brady's death was ruled a homicide 33 years after the shooting, basically he died a long slow death because of the shooting.
