NFS:High Stakes Hot Pursuit Potential Bug

A potential bug in Need for Speed High Stakes?
For context, if you’re not familiar with this game, when a player is playing as Police, has their vehicle’s emergency lights activated and is near the suspect, the AI Police will hold the suspect for the player to get credit for the ticket.
In this case the AI got a bit confused because just before the animation for giving the ticket was to occur I disabled the emergency lights of the Pursuit Corvette.
The AI Police acted as though a ticket was given and continued on. The AI suspect, however, was frozen in the ‘about to be ticketed’ state.
