Yeah, the wind in the culling area makes items not able to cull, except when you're standing on a Zonai device, for some reason. When you put the base of the SDC in wind, you get intangible culling, meaning the game doesnt know where Link is, and can't tell if he's on a device, so it unculls him, but then he's once again on a device, so it culls him, etc... that's what you see at the end of the vid.
