This leg lock can break the knee joint (crossed ligments) and put anyone out of combat.

I think it depends on the academy and the instructors. My coaches start teaching leg submissions as early as a white belt (3 stripe white belt and above). But even then, it's mainly heel hooks and toe holds. Sometimes we even learn knee bars and calf slicer, if the coaches trust us to learn the technique safely.
