Can I use GRA for one output and two input with three level??
Sir, GRA is a multi-attribute techniques so for one output you cant use it. Because from one output by manual you can say whether higher value or lower value. If you have two inputs with three level and two outputs then you can apply GRA.

Step 6 is confirmation experiment. Where the initial factor setting from the GRG (high value of grade) has to conduct an experiment and do check the grade finally.

@@Vitarka I have question if you don't mind, what is the benefit of translating for example a tool wear reading into S/N the smaller the better and then optimize( especially if am taking the tool wear reading only once no repetition) , if we can do the same for the means? I mean the main effects for means
It will gives the same trends but in opposite.
Mainly S/N is used for Noise reduction (disturbance) in any experiment. So Every value has to be applied smaller or Larger the better. It is better during the experiment If we conducted the experiment three time for same tool wear so that the mean value will be justified properly. For the single value the of mean is for totall set of experiments.
