It's a henna cone. It's a piece of plastic cellophane rolled up like a piping bag. You can look up tutorials on UA-cam on how to roll a henna cone :) then I use a big icing bag to fill them. I have a video on it too.
I make them myself from cellophane that I get from friends who save their garbage from floral arrangements. I have a video on how I make and fill my slip cones on my channel. You can search "how to make henna cones" on you tube for a more in depth explanation.
It is perfect! I got the shelf from vortex restaurant supply in Vancouver BC and the cover is from Uline. Uline has the shelves too but shipping it to me was going to be super expensive.

Speaking as an onlooker, I would say no. Bisque is best for slump/hump moulds as they are porous therefore release easily
