Here's the problem: those among the high-ranking at LTA have not changed their core attitudes. They still see public transit as a drag on resources, rather as a core part of the suite of public services that every country should have (education, healthcare, housing, internal and external security, etc.). They talk about going "car-lite", while still cruising around in their private cars and expanding car infrastructure elsewhere rather than investing the money in public transit infrastructure. If things need to change, band-aid fixes won't be enough. Even policy changes won't be enough. What is needed is a wholesale renewal of the people, leadership, and mindset that runs and implements public transit policy. We need to get people that actually use public transit on a daily basis to be the ones deciding on core public transit policies and decisions, not people who talk about "car-lite" this or "car-lite" that while owning and driving around in private cars. We need people to see that every part of the public transit system - the trains, the buses, the infrastructure, etc. - are all equally-important elements. And we need people who will stop seeing public transit as something that needs to "make money" by itself - do they also expect other public services like the police, military, civil defence etc. to have to make money as well? Public services like these aren't supposed to be making money per se - the value they provide should not be measured solely in their monetary profit. I honestly think it's high-time the portion of LTA that runs and regulates public transit services be split off from that organisation. You can't have one organisation trying to provide for and regulate both public and private transportation; these two things are, by their nature, mutually-exclusive, and it's very clear by now that there's a conflict of interest from within LTA on which to prioritise more. And even then that would still not be enough. As I said earlier, we also need new people with new mindsets to run our public transit system as well. Things will not change even with a new organisation at the helm if all of the same old people that are still stuck with their car-emphasising attitudes are running the place.
