I wouldn't ask someone filming on the street why they're doing it-it's their business, not mine. Similarly, you wouldn't ask someone why they're walking their dog; you might just compliment the dog. Some people mistakenly believe foreign laws or GDPR grant them privacy rights in public, which is not the case.
