For the reaper shroud, you wanna use 2 and 4, and then use autoattacks to reset the cooldowns. The 3 makes you more durable if you don't pop, and 5 is cc, but deal a ton of damage if the enemy is bellow 25% hp
Stardust is found through events, yes; it is kinda weird you didn't find a map with a lot of ppl shouting xx event at xx place since that's basically constant lol. The meta gives you basically 250 stadust total after completion. I'd advice not to rush the skyscale because there are still some materials needed for the collection that if you decide to buy will cost you around 30-50g i think, and if you decide to craft it'll take you 12 days due to the timegated materials required (charged quartz Crystal) unless you already have them.

There is an achievement for the wizards tower which rewards you with a portal item so you can use that for alts :)

you're a reaper, you should make use of the shouts you got ... that's where the reaper shines

also if you use your heart of the obscure thing it points you to rifts, Rifts count as events...
